Ōta Fūma is a Tokubetsu Jōnin of Otogakure and the leader of the SEC Police Force in Snake-Eye City.

Background[]

On the streets of Snake-Eye City, Ōta is both feared and respected. His calm, calculating approach to civilian matters belies the explosive force he can unleash in an instant. Whether he's breaking up illegal gambling rings or chasing down rogue shinobi, Ōta Fūma ensures the city runs as smoothly as its slot machines.

As an adult, Ōta is a very serious and strict person who treats his work with dedication and zeal. However, he is able to act according to justice rather than the law, without inflicting harsh punishments

Ōta is a medium height, darker toned man with a well-defined build. He wears a flat-brimmed black cap and circular dark-tinted shades in addition to the standard SEC Police Force uniform: a black tactical jacket with reinforced shoulders, and sleeves. As a member of the Fūma Clan, he carries a Fūma Shuriken on his back that he is presumably skilled in utilizing. He also has a tantō with a bandaged hilt in a sheath on his right leg.

Ōta is an extremely fast-moving shinobi whose speed earned him his nickname, proving his speed in battle, he showed himself to be highly evasive against the numerous opponents. With the Swift Release he can move at superhuman speed and strike at various angles quickly, rendering all taijutsu and power-users useless against him. H He was also noted to be highly skilled in intelligence gathering.

Ōta has a natural affinity for Fire Release. He can use Fire Release to create a pillar of fire out of a small spark. He can surround his arm with fire to use as a blade, which would engulf those pierced in flames.

Shurikenjutsu[]

Like many Fuma, Ōta has an affinity for ninja tools and his speciality is shurikenjutsu, gaining the highest marks in class. He is able to throw his weapons quickly and with precision, even deflect a projectile with one of his own launched kunai.

Fūinjutsu[]

Ōta is very skilled in the use of fūinjutsu. His usual method is to store a numerous amount of weapons into his scrolls, which he can later unseal with varying degrees of force to bombard his opponents with. He could attach explosive tags to the weapons to make them more lethal, and use wire strings to better guide the weapons' trajectory

Byakuya Gang Arc[]

After being active in several villages, the Byakuya Gang broke into the Land of Sound Casino's vault and steal all 1mil. Ota then requested back-up from Otogakure. The Byakuya Gang’s raid on the Land of Sound Casino left the vault torn apart and its contents—over one million ryō—vanished without a trace. When Arikurin arrived from Otogakure’s ANBU division, he began his analysis.

The vault’s walls bore signs of intense cold—steel warped and cracked, with frost lacing the edges of shattered seals. Arikurin knelt near the vault’s core and identified the telltale residue of Ice Release a clear sign that the assailants weren’t ordinary thieves but shinobi with advanced elemental control. Upon completing his investigation, Arikurin delivered his findings, compiling the details with others from recent incidents. Similar ice-pattern damage had been reported in two other locations: a treasury in Konoha and a raid on Daiko Island. The timing, techniques, and aftermath all pointed to the same culprits. Arikurin concluded that the Byakuya Gang was behind this attack as well.
