Chōjūrō (長十郎, Chōjūrō) is the Sixth Mizukage (六代目水影, Rokudaime Mizukage, Literally meaning: Sixth Water Shadow) of Kirigakure and a former member of the Seven Ninja Swordsmen of the Mist, wielding the Hiramekarei. His protégé is Kagura Karatachi, who also serves as his assistant. Before becoming Mizukage, Chōjūrō was the retainer of the Fifth, who imparted her ideals of peace to him. However, over the last few years, Chōjūrō has shifted his efforts away from diplomacy to focus almost exclusively on the internal structure and stability of Kirigakure. In the process, his methods have gradually become ethically questionable, to the point where he secretly created a Jinchūriki against the sanctions of the Shinobi Union.

Background[]

Early Life[]

Chōjūrō was born in the Land of Water a year before the end of the Third Shinobi World War. His parents died when he was still a young child during the clan purges, which resumed in Kirigakure shortly after the war ended.

At some point, Chōjūrō graduated from the Kirigakure Academy and trained under the Seven Ninja Swordsmen of the Mist, becoming the successor to Mangetsu Hōzuki, who wielded the Hiramekarei. Upon being declared Hiramekarei’s successor, he was given a new name to match the pattern of the swordsmen, with the expectation that he would one day surpass his mentor. However, due to Mangetsu’s peerless skill, Chōjūrō experienced tremendous pressure and came to doubt his own abilities as a result. After Mangetsu’s death, Chōjūrō was given the Hiramekarei, becoming the only member of the Seven Swordsmen left in Kiri due to the others having defected during the reign of the Fourth Mizukage.

Fourth Shinobi World War[]

Chōjūrō later served as Mei Terumī’s assistant when the latter became the Fifth Mizukage. He greatly admired Mei, enraptured by her ideals and goal to bring reform to Kiri. Shortly before the Fourth Shinobi World War, Chōjūrō escorted Mei to the Five Kage Summit as a guard alongside Ao[1]. He was present during White Zetsu and Sasuke Uchiha’s attack[2] on the Summit, and aided Mei in fighting off Sasuke with the Hiramekarei. Later, after Tobi had revealed his Eye of the Moon plot, Chōjūrō attempted to tell the Summit about Kisame Hoshigake and his Samehada as a sign of good faith, but was cut off by Ōnoki[3]. After leaving the Summit, Chōjūrō accompanied Mei to track down Ao, who had been intercepted and placed under the control of an enemy. After freeing Ao, the three returned to Kirigakure, where they were informed that the daimyō had approved the formation of the Shinobi Alliance.

In the Fourth War, Chōjūrō joined Mei in guarding the various daimyō. When they were attacked by Black Zetsu, Chōjūrō fought alongside other shinobi to fend off the Akatsuki member. During the battle, Chōjūrō proved that he had gained confidence in himself as he was able to cut down Black Zetsu without reservation, declaring that he would guard their mission’s objective with his life as a member of the Seven Ninja Swordsmen of the Mist.[4]

New Swordsmen Rebellion[]

Eventually, Chōjūrō succeeded Mei and became the Sixth Mizukage during the New Era. While he tried to ensure that the Fifth’s ideals for peace continued to be carried out after Kiri’s reconstruction, he soon met with various difficulties related to the clans and feudal lords, who opposed Kiri’s tourist economy, wishing to return to the era of the Bloody Mist.

Ten years ago, Chōjūrō selected Kagura Karatachi, who had recently been promoted to chūnin, to become the successor of the Hiramekarei. Shortly after this point, Kagura was forcibly involved in a rebellion started by Shizuma Hoshigaki, who wanted to restore the Seven Ninja Swordsmen of the Mist and install Kagura as Mizukage to bring back the era of the Bloody Mist. When Chōjūrō and Mei learned of their treachery, Chōjūrō strongly considered killing the insurgents, including Kagura. However, Mei convinced him to relent, as many of the rebel swordsmen were clan members and killing them would have resulted in political upheaval.

Alongside Wakasa Momochi and Kagura, who betrayed the rebels to aid the Mizukage, Chōjūrō engaged the rebel swordsmen after they staged an attack on Kiri's Anbu research facility. He had anticipated their attack patterns, and faced the swordsmen with only a standard katana after retorting that a weapon is only as powerful as its wielders. Proving his point, he exploited the revolutionaries' key weakness and swiftly defeated them. He later rejoined Wakasa, who had captured his younger brother Ryōhei, and Kagura, who had defeated Shizuma.

Afterwards, Shizuma and his team were sent to prison for rehabilitation, as Chōjūrō had decided to lessen the severity of the situation and cover it up in fear of word spread would regress the village to its darker times. The clans quietly agreed. Later, Chōjūrō began giving Kagura special training to help him overcome his insecurities at drawing a sword and to fully utilize the Hiramekarei.

Momoshiki’s Attack[]

When Konoha was attacked by members of the Ōtsutsuki Clan, Chōjūrō aided Gaara in attempting to subdue Urashiki, only for their foe to escape. After Naruto was captured, Chōjūrō joined the other Kage, along with Sasuke and Boruto, to rescue him from the dimension where the Hokage had been transported. While Naruto and Sasuke battled Momoshiki, he and the other Kage engaged Kinshiki. During the battle, he restrained Kinshiki from moving after Sasuke destroyed his weapon, allowing Kurotsuchi to capture him. However, Kinshiki broke free and allowed himself to be absorbed by Momoshiki, who then captured Chōjūrō and the other Kage in his shadow jutsu before Boruto freed them. Unfortunately, their efforts were too late, as by the time Momoshiki had been defeated both Naruto and Sasuke had been killed by the Ōtsutsuki.

After Momoshiki's defeat, Chōjūrō focused on continuing Kiri’s reconstruction, especially as economic tensions escalated due to international conflicts over trade and industry in the seas surrounding the Land of Water.

As a young man, Chōjūrō was a shy individual who lacked confidence in his abilities as a swordsman due to being overshadowed by legends such as Mangetsu Hōzuki and Kisame Hoshigaki. He had difficulty expressing his thoughts, and was often lectured by Ao for being overly needy. However, under the guidance of the Fifth Mizukage, he was able to become more confident, resolving to cut down the enemies who opposed the Allied Shinobi Forces without hesitation. Then as well as now, Chōjūrō greatly respected the Fifth, admiring her for her ideals and resolve to bring Kiri out from the shadows of the Bloody Mist into a new era of peace and stability. This has become his goal as Mizukage, as he strives to carry on her will and create a new legacy for the Hidden Mist.

Chōjūrō has seemed to grow well into his new role, remaining cool and composed even when under tremendous external pressure. He is polite towards superiors and subordinates alike, using formal speech to address them respectfully. Nevertheless, his even-tempered veneer covers a host of inner insecurities, and he often regrets and apologizes for his decisions. Similar to the inadequacy he felt towards carrying on the legacy of the Hiramekarei, Chōjūrō doubts his ability to please Mei by following her wishes for Kirigakure. Although he strongly desires to bring about a peaceful and happy era for his village, he struggles with those who openly prefer the war-torn era of the Bloody Mist, wondering if there is truth to their nationalistic claims.[6]

However, it would seem that Chōjūrō’s commitment to maintaining Kiri’s hard-earned peace has gone too far. Exercising the principle that the 'ends justify the means,' his practices as Mizukage have become more questionable over the years, to the point where he was willing to brutally cut down the members of a rebel swordsmen group[7] as well as sacrifice one of his own men in order to create a Jinchūriki[8]. While Chōjūrō claims that these means are necessary in order to survive the schemes of his political opponents, the reality is that he doubts his ability to ensure Kiri’s stability any other way. Nonetheless, his willingness to make sacrifices—personal and otherwise—to achieve his goals makes him both a formidable adversary as well as an intimidating leader. There are even rumors that he has commanded the hunter-nin to discretely assassinate his most vocal opponents. However, as he is incredibly cautious in covering his tracks, there is very little evidence to support these claims.

As a Mizukage, Chōjūrō is highly manipulative. This was demonstrated when he successfully covered up the swordsmen rebellion incident[7], blackmailed a member of the Hōzuki into participating in a covert mission[8], and skillfully navigated the accusations made against him during a Kage Summit. Although he tends to be shortsighted—focusing on whatever he determines is immediately best for Kiri as opposed to considering the long-term consequences of his choices—he is typically extremely well prepared. Not only will Chōjūrō research his enemies in advance, he also provides for various contingencies and allows for back-ups in case one of his plans fail, such as when he assigned several former prisoners to the Jinchūriki mission to use as sacrifices in case the task force was unable to use the intended host[5] .

Despite his external calm and apparent mercilessness, Chōjūrō is conflicted over the morality of the choices he has been “forced” to make as a Mizukage. Believing that it is better to be prepared than to trust his allies who might betray him, he has become deeply mistrustful to the point where he kept the true purpose of the Jinchūriki mission a secret from its leader and Jōnin Commander, forcing Wakasa to operate with only half the information during the assignment[5] . Nonetheless, Chōjūrō seems to be aware of the contradiction between the ideals he professes and the methods he uses to achieve those ideals, as he becomes uncharacteristically angered should anyone point out the hypocrisy to him. Ultimately, his desire to protect himself and Kiri from harm has stifled true freedom, inadvertently causing the Hidden Mist to become a reflection of its former self, albeit one hidden under a carefully constructed mask of prosperity and peace.

Compared to the other Kage, Chōjūrō’s appearance is unassuming and rather forgettable, which is compounded by his below average height. He has a rounded face with thin eyebrows, short, tufty blue hair, and dark eyes that taper softly at the corners. He is usually seen with some chin stubble. He also has pointed, shark-like teeth: a common trait of the members of the Seven Ninja Swordsmen of the Mist. Chōjūrō wears glasses with thick, squared frames and ear-protectors. His style of dress typically includes light-gray pants, a gray-blue pinstriped shirt, and a chest protector that covers his left shoulder.

Abilities[]

During the Fourth War, Chōjūrō's skills were considered to be among the strongest in Kiri at the time, and he was able to defeat Black Zetsu alongside his allies. Years later, Chōjūrō's abilities improved immensely as he was promoted to the rank of Sixth Mizukage.[9] Even against multiple wielders of the Seven Mist Swords, Chōjūrō was able to systematically defeat his foes.[7] While fighting alongside the Fifth Kazekage and Fourth Tsuchikage, he was able to hold his own against two members of the Ōtsutsuki Clan.[10][11] Despite his limited skill-set, which seems meager in comparison to the other Kage, Chōjūrō has compensated for his weaknesses with his cunning plans in battle. Despite his prowess as a swordsman, Chōjūrō favors strategy to brute strength, showing that he is a formidable tactician. For example, he has shown to be able to instantly adapt his attacks to coordinate with other Kage on the battlefield, despite never having fought alongside them before[10][11]. Amongst the Five Kage, he is also rumored to be the best swordsmen and assassin.[12]

As a Kage, Chōjūrō has significant chakra reserves, which is also shown by the way he wields Hiramekarei. Since the swords absorb chakra, the more chakra is stored in the blades, the more powerful the attacks it is capable of unleashing. Typically, Chōjūrō feeds the swords large quantities of his chakra over time in order to create devastating effects. However, even without this preparation, he has enough chakra to be able to create full-powered water release jutsu without a preexistent source.[10] While his precision in chakra manipulation seems to be average, he has enough precision to use Chakra Absorption Techniques as well as detect a foreign presence within a tailed-beast. Chōjūrō also possesses considerable physical strength, able to continue fighting after sustaining significant injuries in battle as well as easily hold up Kubikiribōchō with a single hand.[7]

Chōjūrō is referred as a master swordsman, even amongst the other Seven Mist Swordsmen,[13] wielding Hiramekarei, a dual-handled sword that is linked together at the handles by a chain. When released from its bandages, Hiramekarei unleashes the chakra stored within it to form into various weapons, such as an enormous hammer. This technique is notably similar to the Samurai Sabre Technique, and is powerful enough to send a Susanoo-shielded Sasuke Uchiha through a wall. When used as a massive longsword, it is capable of taking out several targets simultaneously.[14][4]

Since the Hiramekarei utilizes pure chakra as opposed to a nature release, Chōjūrō has a great deal of versatility in manipulating the shape of the blades, and can even emulate attacks such as the Rasengan. Chōjūrō can also project the blades, and use Shape Transformation to manipulate the blades once they have been released into different forms, such as buzzsaws, shuriken, chains, etc. He can also control the blades mentally by using a remote control chakra technique,[5] fire detached long-ranged chakra blades with a single swing, create a copy of Hiramekarei for dual wielding, and create piercing projectiles strong enough to immobilize opponents.[15] Perhaps the most dangerous aspect of the Hiramekarei, however, is its chakra-disrupting properties. When using the Bone Mutilation technique, the blades created by the Hiramekarei take on a poisonous quality that inhibits chakra pathways. The Hiramekarei can also expel foreign chakra presences, as shown when Mei intended to use cut through Ao and free him from the enemy’s soul possession technique. If left unchecked, the poisonous chakra of the Hiramekarei will spread throughout the victim’s chakra pathway system, leading to paralysis and, eventually, death.

As a kenjutsu practitioner, Chōjūrō was able to fight on par with Kinshiki Ōtsutsuki. He is regarded as having no equal while wielding Hiramekarei, implying that he has even surpassed Mangetsu in mastery of the Hiramekarei.[16] Since becoming Mizukage, Chōjūrō was able to gain proficiency in several of the other Swords of the Mist, including Kubikiribōchō, Nuibari, and the Kabutowari. Even without Hiramekarei, Chōjūrō was able to defeat several swordsmen insurgents while armed with only a standard katana. During combat, his approach to fighting contrasts sharply with his usual modest demeanor. He is confident and steady, demonstrating lethal resolve to cut down an opponent. Chōjūrō is a patient combatant, utilizing strategy to wait for and exploit an adversary’s weaknesses, typically by chaining attacks to create an inextricable trap. His strikes are clean, precise, and accurate, leaving little leeway for his opponents to make a mistake.

Ninjutsu[]

Although he was never a hunter-nin himself, Chōjūrō trained under the Seven Ninja Swordsmen of the Mist after graduating from the academy. As such, aside from his prowess in Water Release jutsu, he is skilled in various techniques unique to Kiri’s Anbu, such as Silent Killing and Hiding in Mist Technique. He has also shown some skill in barrier ninjutsu, as he was able to manipulate the chakra barrier that sealed the room where Kagurak Karatachi was being contained.[5]

Nature Transformation[]

Chōjūrō is highly skilled in Water Release, capable of performing full-powered jutsu with few-to-no hand symbols. If he finds himself without an actual sword, he can create a blade of water to serve as a substitute. When fighting alongside Gaara against Urashiki, he was shown to utilize an underground reservoir to produce a massive water surge to catch their opponent off guard and utterly crush him in a massive wave of water.[10] If Chōjūrō begins to exhaust his reserves in battle, he can compensate by utilizing the chakra of Hiramekarei or by using chakra absorption to augment his attacks.

Without a doubt, Chōjūrō’s most impressive abilities, even above his skills as a swordsmen, are strategic. Preferring brains to brawn, Chōjūrō is a shrewd and calculating combatant. Highly observant, he will only engage an opponent after having carefully analyzed their abilities and attack patterns, discerning their true function and purpose before exploiting whatever weaknesses he has discovered. Thus, although he mercilessly capitalizes on any advantage that he can, Chōjūrō will hesitate to strike until he’s sure of success.

When given the opportunity, Chōjūrō will prepare for a confrontation well in advance, planning for several contingencies in case he encounters a difficult situation. Even though his actual skill set is extremely limited, he has shown to be knowledgeable in various different skills such as Genjutsu and Fūinjutsu, as he was able to design and intuit the use of a complex seal that allowed him to control a Jinchūriki[5]. His extensive knowledge also allows him to identify the nature of an opponent’s abilities and accommodate to land an attack of his own. He tends to exploit the psychological weaknesses of his adversaries, playing a mind game to manipulate his foes into a false sense of security before attacking by surprise. This applies to situations outside of combat as well, as he was able to deceive Kiri’s Jōnin Commander, a skilled strategist himself, by taking advantage of the latter’s personal convictions.

Creation of the Three-Tails Jinchūriki[]

Twenty-five years after the end of the Fourth Shinobi World War, Chōjūrō is alerted to the movements of an unidentified force operating in the Kaijū Ocean, who have drawn the Three-Tails out of hiding. Assuming that the Land of Waves is behind the attack and attempting to capture a tailed beast, Chōjūrō summons Wakasa Momochi, Mētsuki Hōzuki, and Kagura Karatachi to his office. After briefing them on the nature of the mission, he reveals that he has recently released Ryōhei Momochi, Ichōta Oniyuzu, and Kyohō Fuefuki from Hōzuki Prison, and is controlling the convicts with special poison-release collars and the promise of freedom should they comply willingly in the operation. When Wakasa questions his decision, as the three were former insurgents in an attempted rebellion ten years ago, Chōjūrō explains that since they had no time to train new swordsmen the ex-revolutionaries are their best option to capture a tailed-beast. After the meeting concludes, Chōjūrō speaks to Mētsuki privately to discuss her role in the mission.

When the tailed beast task force returns to Kirigakure with the new Jinchūriki, Chōjūrō intercepts them at a secret cove used by the Anbu.[5] He directs Mētsuki to transfer the command seal for the powerful genjutsu placed on Kagura into his control. Once the ritual is complete, he allows for some of the tailed beast chakra to be released so that Kagura can heal from the wounds he received in the battle against Isobu. Wakasa then confronts the Mizukage, accusing him of blackmailing Mētsuki and questioning why Chōjūrō would betray the trust of his subordinates. The Jōnin Commander also points out that the real reason Chōjūrō had allowed ex-convicts to participate on such a secretive mission: they were to be used as back-ups should Kagura fail as a host. Angered by his accusations, Chōjūrō nearly attacks Wakasa with the Hiramekarei, but he is stopped by Ryōhei, who halts Wakasa's strike as well. Regaining his composure, the Mizukage instructs that the unconscious Kagura be transferred to the Well—a secret complex located at the lowest level of Kiri's Anbu headquarters. He and Wakasa then follow Kagura inside the headquarters.

While traveling via the secret passageways that lead to the Well, Chōjūrō attempts to explain the reasoning behind his actions to Wakasa, who remains unconvinced. Wakasa reminds Chōjūrō of the importance in maintaining trust between allies, especially in the new era of Kiri's peace. Chōjūrō admits that he was wrong not to trust Wakasa and apologizes for doubting him. The two then encounter the Fifth, whom Chōjūrō had summoned to meet them at the containment cells. She begins to lecture Chōjūrō about the consequences of his decisions, but Chōjūrō interrupts her with an urgent matter: Having detected a foreign presence when the command seal was transferred to him, Chōjūrō realizes that the Three-Tails is fighting off a parasitic chakra source inside Kagura, which is endangering the comatose Jinchūriki. With Mei and Wakasa's help, Chōjūrō extracts the soul of Kagura's attacker, sealing it within a jar to be used for a later purpose.[5]

The Five Kage Summit Ploy[]

Three days after the attack on the Three-Tails, Chōjūrō is present for the virtual Five Kage Summit that Darui called to order. Both Mei and Wakasa are still angry with him, but they begrudgingly agree to go along with his plan to hide the fact that they have created a Jinchūriki from the other Five Great Shinobi Countries. During the summit, Chōjūrō is shocked to learn about Killer B's death at the hands of political insurgents. Later in the meeting, both Kirigakure and Harōgakure accuse each other of being involved with the Three-Tails, with Chōjūrō placing the blame on the Land of Waves. He dances around the subject of the battle which took place in the Kaijū Ocean to avoid self-incrimination, which arouses the Sixth Hokage's suspicions. Chōjūrō instructs Wakasa, who is disguised as Kagura, to deliver a briefing of the tailed beast mission. At that point, sensing Kiri's warning, Yue Hōshu (who is disguised as Nisshō) backs down. Chōjūrō then offers to volunteer one of Kiri's jōnin for the task force that will hunt down and protect the remaining tailed beasts. He also promises to investigate a possible link to the three-tails attack in the Land of Waves.

Following the summit, Chōjūrō asks his Jōnin Commander for advice.[17] Wakasa tells him that, although Harōgakure tipped their hand during the summit, they still need to obtain irrefutable evidence that the chakra signature that possessed Kagura belongs to Harōgakure. Wakasa also points out that, should they reveal Harō's involvement to the Shinobi Union, they would be forced to disclose that Kagura is now a Jinchūriki. Chōjūrō nearly argues with Wakasa yet again, but Mei takes Wakasa's side and reminds him that he cannot launch a preemptive strike on a minor village without confirmation that Harō attacked first. Chōjūrō's agrees with her logic and decides to send a task force to the Land of Waves to gather proof. Wakasa suggests Mētsuki for the Shinobi Union's tailed beast task force, but Chōjūrō states that he already has plans for her. When Wakasa inquires what he intends to do with the paroled prisoners and Kagura, Chōjūrō decides to stage a funeral for Kagura and announce that he has been poisoned by lingering effects of the Spirit Transformation Technique to cast further blame on Harōgakure.

After the staged funeral, Chōjūrō summons Mētsuki to his office to make her his aide in Kagura's place. He then officially assigns Wakasa and Ryōhei to the Land of Waves mission, and Aogetsu Hōzuki to recover the Samehada during the Two-Tails protection mission. Using the chakra that he had extracted from Kagura earlier, Chōjūrō had chakra detection devices invented which will allow the Kiri-nin to find a match while investigating in the Land of Waves, which they can then present as evidence to the Shinobi Union without divulging that they have a Jinchūriki. Chōjūrō then dismisses the task force.

  • Chōjūrō (長十郎) is a red-coloured cultivar of the "Asian pear." Like all members of the Seven Ninja Swordsmen, his name is derived from a type of fruit.
  • Chōjūrō dislikes oily foods. He is also a poor drinker.
  • Chōjūrō is extremely sensitive about his appearance, especially his glasses.
  • As he grew older, Chōjūrō’s admiration for Mei eventually became infatuation. They allegedly had a brief affair, which Chōjūrō had hoped would turn into something more serious. However, despite Mei's wish to be married, she apparently didn’t see Chōjūrō as husband material, and their affair ended some ten years ago.
    • While many Kiri-nin joke that Chōjūrō is a virgin, he is not.
    • He was, however, a virgin for 32 years.
    • Purportedly, his only other romantic partner was Misuno, the red-headed assistant who accompanied him to the Chūnin Exams hosted by Konoha ten years ago. After realizing he had become involved with her simply to get over Mei, Chōjūrō broke off the relationship, claiming it was "unprofessional."
  • As an adult, Chōjūrō is slightly shorter than Gaara, making him the shortest Kage.
