This is a technique developed by Arui in his early years as a genin. By exerting chakra through all of the user's tenketsu points, the user can spread his or her chakra into her vicinity. When the chakra is spread far and dense enough, it can act as a medium for the user to affect their surroundings. This technique can be noticed by other people, most of the time sensors, who describe the feeling as "an ocean above the sky", further supplementing to the name of the technique.

Learning and executing this technique effectively takes years of practice, work and an almost perfect control of chakra. Arui mainly uses this technique for his Fragmented Soul Technique, while Ishiki uses this to supplement her wind-techniques and control the wind to some extent.
