Cloud Release: Weather Manipulation (雲遁・気象制御, Kishōseigyo) is an ability inherent to users of the Cloud Release kekkei genkai. In order to create and manipulate weather phenomena in the surrounding atmosphere, the user first increases or decreases the atmospheric pressure using the Cloud Release: Pressure Manipulation ability. As such these two techniques are part and partial to each other, and one cannot be used without the other.
With weather manipulation, the user can utilize both surrounding effects and the ones generated artificially by imbueing their surroundings with their own chakra. While weather outside of wind and lightning cannot be directly channeled by the user, they can take advantage of the wide-spread general phenomena to aid themselves or their allies in battle. For example, rain can be made to fall softly or fiercely and can be contained to a single location, snow can be increased to cause a blizzard, hail can be used to batter multiple opponents, etc.
Once such meteorological patterns have been affected, they do not need additional support from the original caster and can continue to sustain themselves for an extended period of time.
Limitations[]
- The scale and range of the weather phenomena is largely determined by the user's skill and level of chakra.
- Generating weather effects requires more chakra than simply manipulating pre-exisitng patterns.
- Only wind and lightning can be directly used by a Cloud Release user, as even though water is commonly associated with the weather effects used in this technique, it cannot be harnessed unless the individual in question also has a Water Release affinity.
