This Genjutsu creates a disruption in the senses of sight and hearing within an intended target. Such an effect may be capable of activating through a simple distraction, at which the Rat hand seal allows the necessary preparation to create a disruption within the victim's chakra control. The user is then subsequently able to create a hallucination that they are actually seeing the user, or another individual, right in front of them.

While that is the basis of the technique, a more common application of it is to allow for the victim to reveal information based on their relationship with the person they are talking to; as well as this, one could use it as a means to force the other individual into doing something through simple persuasion.
