Haru Shinagawa tosses both blue chakra and green chakracards on the ground to envelope the immediate area around him in a large snowstorm which, according to his own words, steals away his foes' visibility and at the same time freezes them. This technique's execution covers everything within the place where it is cast with snow, including the enemies struck by it.
