This is a cooperation ninjutsu performed by a toad and a Fire Release user who have achieved mental and physical harmony with each other. The toad (specifically a large toad such as Gamabunta) uses its large lung capacity to spew oil from its mouth at a target. The fire user then ignites the oil, increasing the attack's range and power. When Jiraiya used the Fire Release: Flame Bullet in combination with Gamabunta's Toad Oil Bullet, the resulting cloud of fire was great enough to force Manda to shed its skin to escape.
In the anime, it was shown that an explosive tag can be used as a substitute for a Fire Release technique, as demonstrated with Naruto Uzumaki.
