Fubuki (フブキ, Fubuki), more commonly known as Fū (フウ, Fū), is a kunoichi from Takigakure and the jinchūriki of the Seven-Tails, Chōmei. She is the only ninja to be a Jinchūriki that isn't from one of the five largest Shinoni Nations. She attended the Chūnin Exams held in Konohagakure but was eliminated early on and was subsequently not present for the events of the Konoha Crush. After her team was ambushed by Kakuzu and Hidan while on a mission, Fubuki was almost captured but was ultimately saved by the intervention of Calel Mazoku. Electing not to return to her village for fear of putting others in danger, Fubuki decided to ally herself with Cal to get stronger and he brought her back to his village.
Background[]
At some point, Fū became the jinchūriki of the Seven-Tails, Chōmei. Despite being an orphan, Fū seems to have led a sheltered and fortunate life for the most part. She was ultimately not allowed outside of the village but for much of her life she was looked upon quite favourably by the citizens, although she didn't seem to have any actual friends and she was generally kept at something of an emotional distance from everyone else. Because she wasn't allowed to see the world beyond the village and undertake external missions, she never got to attain a rank higher than Genin and hasn't had the chance to experience different cultures.

Unlike most jinchūriki, Fū is friendly, cheerful, rambunctious, and eager to make friends. She lived something of a sheltered life and seems to be a very forgiving person and her kind spirit shines through at the best and worst of times, which, alongside her petite frame, makes her a very unassuming and unthreatening figure. Calel Mazoku described her as possessing one of the purest, most innocent soul's he'd ever seen. She also uses 'ssu' (っす) at the end of her sentences — which is more commonly used by boys, further complementing her something of a tomboyish demeanor.
Cal compared Fū to Anko Mitarashi in some ways, she is something of a fun-loving troublemaker and is constantly looking for ways to have as much fun as possible in order to relieve her boredom and stimulate her short attention span. This lust for adventure is what led to her begging the village leader to allow her to go on a mission outside the village, which ultimately led to her team being killed and almost being captured by Akatsuki, and she would have been, had Cal not intervened. She is also very curious and inquisitive, is looking to expand her knowledge of the world, people, and ninjutsu. Her curiosity extends beyond just improving herself, as seen when she tried to read Icha Icha over Kakashi's shoulder.
While she is generally confident, she can be embarrassed and become highly bashful. She cares greatly towards the people she has a deep connection with.
Appearance[]

Fū is a very petite (generally perceived to be younger than she actually is), tan-skinned young woman of a slender build with a slight degree of muscle tone. She has extremely unique mint-green, short, layered hair and striking gold-orange eyes. She is slim and short enough to be confused with a young boy and her appearance has been described as androgynous on several occasions, something she finds irksome at best. She wears an orange clip in her hair that matches her eye color. Her ninja outfit consists of a short sleeveless white midriff shirt with fishnet armour underneath, long white armlets, and fishnet shorts with a short white apron skirt over it. Even after coming to Konohagakure, she still wears her Taki forehead protector around her right arm. Fū has also been seen carrying a cylindrical object in red wrapping on her back, the purpose of which is unknown. While generally described as "cute", Tsunade actually noted Fū to be a rather beautiful young woman with striking and unique features, moreover, Anko seemed to be genuinely attracted to her when they first met.
Abilities[]
Fū is a highly skilled and capable kunoichi, with even the higher-ranked shinobi of her village respecting and acknowledging her strength. As a jinchūriki, her potential can be likened to that of a natural disaster. Once it was revealed that she was a participant in the Chūnin Exams, Fū was instantly designated one of the strongest and most dangerous participants.
Chakra and Physical Prowess[]

As Chōmei's jinchūriki, Fū is granted a significant amount of chakra and stamina from the beast, containing only weaker overall chakra reserves than the likes of the eight and nine-tails. Cal noted that Fū's chakra signature is somewhat similar to bug-style ninjutsu, perhaps along the lines of the Aburame Clan and their techniques, but he described the sheer volume and feel of her chakra as "heavy". As a jinchūriki, she has a near-endless reserve of excess chakra that allows her to fight for an extended period of time, at a high level without becoming too fatigued. In fact her reserves are so vast, Cal often elects to use her as a "chakra battery", her ability to transfer chakra allows her to replenish the chakra resources of those around her without much trouble, though she finds the practice to be somewhat insulting. Fū is incredibly agile and quick, which, combined with her wings, means she is capable of contorting her lithe body to swiftly attack from awkward angles, as well as dodge and evade attacks that would be impossible for other people to avoid. She also seems to be much stronger than her petite frame would imply, Cal determining that with her strength (as well as speed and stamina) she is actually very well-suited for Taijutsu, something she has begun training more extensively in. She gains some proficiency with bladed weaponry, displaying powerful thrusting and stabbing strength to finish targets off, with or without adding poison to the blades.
Ninjutsu[]

Fū can exhale a sparkling substance from her mouth that shines so brightly that it blinds her targets, creating an opening for herself or her allies to attack. She can also produce a Cocoon that can slow down or halt Chakra Absorption Techniques. She is also able to find and track down targets by sensing their chakra, even from a considerable distance. She can use a transmission technique, which allows her to communicate with her allies silently and at long range, with the technique making a howling wind-like sound. She was also taught how to use Konoha's Shadow Clone Technique by Cal, who believed that Fubuki could use the technique to it's fullest potential because of her immense chakra reserves as a jinchūriki. She is capable of using Wind and Water nature transformations. With Wind, she has displayed the ability to create a blast of wind with her hand and powerful arcs of wind to slash her target. Fū is also skilled in incorporating poison into her attacks, imbuing her senbon, shuriken, and kunai with a poison that can debilitate and paralyze someone with as much as a scratch.

Fū is one of the few individuals to achieve complete control of her tailed beast. Because she has managed to attain a strong relationship with Chōmei, it can aid her by disturbing chakra to dispel high-level genjutsu or granting Fū more of its own chakra if she begins to run low. She can access and utilize Version 1 and 2 transformations with all seven tails, and even her most powerful form, the Tailed Beast Mode, all of which while retaining complete control of herself. She can also use a partial transformation to form her beast's tails as wings on her body, generally, her lower back, giving her the ability to fly at high speeds and levitate, allowing her to travel great distances quickly, evade tricky attacks and instigate and control aerial-battles. Fū has also been bestowed with enhanced senses, most notably possessing an amazing sense of hearing, being able to accurately discern and interact with her surroundings normally without the use of her eyes.
Intelligence[]
Despite not being allowed outside her village until her mid-teens, Fū is incredibly knowledgeable of the Shinobi world, having absorbed an inordinate amount of information from various scrolls, the bingo book and learning from her tailed beast's experiences. She has considerable knowledge of Ninjutsu, Nature Transformation's, hand seals as well as some of Fūinjutsu. Despite being quite naïve, she is capable of being tactical and shrewd during combat, using her various jinchūriki abilities to take advantage in a fight. She was able to analyse the fights during the Chūnin Exams and come up with a strategy and then execute it flawlessly.

Interlude[]
Fubuki's team intercepted by Akatsuki.
Close to the start of Part II, Akatsuki members Kakuzu and Hidan tracked the team down while they were returning from Fū's first "real" mission outside the village. Unaware of the Akatsuki's mission to capture all the tailed beasts, she is initially excited to meet and potentially "befriend" a fellow Taki shinobi, despite knowing the rogue shinobi's history. However, the rogue Kakuzu menacingly states that their motives aren't to become friends with her, much to Hidan's amusement, and (as they realize what the two men before them are) Fubuki's teammate's horror. In the face of two practically unkillable S-rank missing-nin, both of her jōnin teammates are swiftly killed and she is no match for her foes, even after she transforms. The last thing she see's before blacking out is Hidan cursing and kicking the corpse of one of her teammates.
Fū wakes up and starts to panic when she doesn't recognize where she is or who she's with. Cal tries to calm Fubuki down but she is understandably fearful and hostile, attacking with desperation, only to be quickly restrained by immense physical strength she has no chance of breaking away from. Cal also applies a sealing technique to her that limits her ability to use chakra without experiencing severe pain. With a kunai to her throat, Fū stops struggling and Cal briefly recounts her being captured by Akatsuki. She asks him if he killed them and he admits it's not that easy, the point was to prevent the criminal organization from gathering Tailed Beast's, lamenting on the fact that while he doesn't know what Akatsuki's goal's are, they can't possibly be in his best interests. He declares his intention to deliver her to his village, Konohagakure, with Fubuki instantly complaining. He silences her by stating that she'll never make it back to her village and even if she did, Akatsuki must have information on the village and Kakuzu could simply lead them inside the village. With Takigakure's lack of military might and isolated location, she wouldn't be safe there anyway.

Come nightfall, they stop and rest by some cavern's, making sure to not set a fire that could alert anyone to their location. Fubuki tries to quietly escape after using some technique to make her "captor" tired and fall asleep. She is stopped by a shadow clone, and the ensuing scuffle results in Cal waking up. He threatens to cut her legs off if she doesn't stop being a nuisance and cuts a tiny lock of her hair off with an incredibly fine and accurate blade of wind before she even blink. Fully releasing that he could have killed her at this point, Fubuki curbs her desire to return home and acknowledges that she should be grateful considering that she would most likely be dead or worse by now without the intervention of the man in front of her, even if he's just planning to drag her back to his village to become a weapon. Before she can think further, Cal's shadow clone is dispelled and he's rolled over to go back to sleep, not before telling her that she has three hours to get some sleep.
The duo find some amount of common ground and become more friendly, noting a similar sense of mischievousness and Cal finds himself comparing Fubuki to Anko in some ways. They make decent time and arrive at the Hidden Leaf Village within a few days. They are intercepted by Kakashi Hatake and then escorted to the Hokage's office as Cal and his senior catch up. Kakashi informs Tsuande that she has visitors. She is introduced to the Hokage, who allows her to say in village, pending a thorough character check and vetting, being assigned to constant ANBU watch with Cal as her supervisor.
Fubuki comes along with Cal as he goes off to meet with a few old friends.
