This is an advance genjutsu as employed by Tenseigan wielders. After establishing direct eye contact with the user's opponent/opponents, the user can cast a genjutsu strong enough to control all nine-tail beast along with their jinchūriki completely controlling them. The user can also create an illusion based on the the users worst fear.
