Hazel Sarutobi (うちはオビト, Sarutobi Hazel) was a member of Nishigakure's Distant Sarutobi Clan. Hand trained by his father, but the events of the period left Hazel disillusioned with reality, and he inherited his Father's Plan: Create an God Tree and rule the. Ōtsutsuki Clan. Resurfacing under the names of Hōki (トビ, Hōki) and posing as the Kage of Nishigakure.

Hazel was born during the Warring States Period, and only child Asher Sarutobi and was halve Sarutobi Clan since his mother was an Nishigakure Kunoichi. Hazel grew up on the battlefield waging constant war with the Nishigakure's Rivals: The Kayuga Clan. This, combined with his naturally strong chakra, enabled the young Hazel to defeat adult Kayuga clan members in battle and develop a reputation as a genius.
During his infrequent downtime, Hazel met a boy his own age named Shoji Kayuga. The two quickly developed a friendly rivalry, be it skipping stones or urinating in rivers. Like Hazel, Shoji was also a shinobi who had their mother's and friends on the battlefield. Together they imagined a world where children like themselves wouldn't need to fight. As a precaution, Hazel and Shoji did not divulge their family names but nevertheless discovered each other's identities: Hazel was an Sarutobi, Shoji was a Kayuga; it was their duty to kill each other, even if they were friends. Needing to choose between his family and his dreams of peace, Hazel chose to end his friendship with Shoji so he would have no reservations over killing him in the future, a resolve strong enough to awaken Rinnegan which made everyone even his father scared of his abilities.
Over the following years Shoji and Hazel continued to meet in combat. Hazel could never defeat Shoji — even after acquiring a Rinnegan — and Shoji could never bring himself to kill someone he still considered a friend, resulting in a constant stalemate between the two that lasted decades. Hazel chose to abandon the village, attacking Nishi on multiple occasions, later returning with the Zero-Tailed Demon Leech under his control to challenge Shoji. They fought to exhaustion, and from the carnage of their battle the Valley of the Creation was formed. In the end, Hazel escaped before Shoji could kill him.
