Kiyasui Iro (色気安い; lit. meaning Friendly Complexion) is a former journalist, Chūnin, and Raikage, hailing from the lands of Kumogakure, and a member of Kumogakure's Intelligence Division. Once famous for her ballet as a child, the ever growing tensions at home and in the world forced her to become a Shinobi, something she never did like, but went through with it to the best of her abilities. She proved herself time and time again thanks to her natural talents, and her hereditary talents; possessing the Kekkei Genkai Storm Release, Kiyasui could create thunderstorms, a feat that gave her allies a powerful advantage against their foes. A devastating leg injury would force her into retirement not just as a Shinobi, but also crushed her dreams of becoming a world famous ballet dancer. So she took to journalism, as it still let her remain mobile, even though said mobility was limited. She wasn't going to confine herself to a sedentary lifestyle. Though she has to walk with a cane, she doesn't let anything hold her back. Because of her almost obsessive attention to detail in her journal reports, the Intelligence Division deemed her talents wasted in the field of journalism and offered her a position within their ranks. After the village was destroyed, she led a brave evacuation effort to save as many people as possible. Her bravery and proper planning elevated her to the position of Raikage.

Ever since Kiyasui was a little girl, she had one big dream in life; becoming a ballet dancer that was famous the world over. She dedicated herself to ballet every day, keeping herself up purely by coffee and other forms of caffeine as she perfected her prose and technique. Over the years, she became famous in Kumogakure for her ballet, and was adored throughout the village. Everyone saw her as a positive change to the village's rough outlook. But her ballet life would be cut short as tensions around the world were reaching a boiling point. Kiyasui would end up becoming a Shinobi. Though she rose to the ranks, everyone thought it was because of her celebrity status rather than by any real talent. Though she was popular in the civilian ranks, among her fellow Shinobi, she was pestered and pushed around constantly. They all accused her of using her celebrity status to climb the ranks, ignoring the talent she put into everything she did. But she didn't back down. She proved all of her fellow Shinobi just how talented she was in the Chūnin Exams. She and her team passed the preliminaries with flying colors, with Kiyasui at the lead. In the one-on-one battles, Kiyasui showed just how powerful she truly was, combining her ballet skills with blinding fast and fluid taijutsu, enhanced by her Lightning Release as she pushed through her opponent's offense time and time again. Everyone's doubts were erased when she took down the daughter of a prestigious taijutsu master from Iwagakure. While she pushed the offensive early one, Kiyasui's ballet skills proved difficult for her to keep up with, and eventually Kiyasui left her in the dust as she struck down her opponent with all of the grace of a ballet dancer and the raw, unyielding strength of a Kumo-nin.
She rose to Chūnin in record time, and earned the respect of her fellow Shinobi, who saw her as a powerful dancer and fighter. She and her team were highly successful in their missions, with Kiyasui's Storm Release altering the terrain in their favor, and giving her fellow Kumo-nin extra lightning to harness. But her career would be tragically cut short. During a mission in which they were investigating the roots of a rebellion on the edge of the Land of Lightning, Kiyasui and her team were ambushed. As the ground shifted beneath their feet, she pushed her teammates out of the path of the technique, the altered terrain shattering the bones on Kiyasui's right leg below the knee, leaving her severely crippled. She was able to hold the rebels off with her Storm Release and the help of her allies, but it was clear she was severely injured. When she was administered to Kumo's medical wing, she was told the damage to her leg couldn't be healed, and that she'd have to be put into a wheelchair. Refusing the wheelchair, she requested a pair of crutches, and that she was going to prove them wrong. Moving her leg was excruciating, as if something had a hold of it and was crushing it every time she moved it. But she wasn't going to give up. Over the course of several months, she steadily began to move her leg enough to where she could at least stand on it. She couldn't put a lot of pressure on it, so she began using a cane to take the pressure off her leg. During this time, she took up journalism, looking into the lifestyle of Kumo and beginning her own journal piece. Her reputation as a ballet dancer did get her name out, but it was more of her thorough dedication to journalism that got her known through the village as a reputable journalist. This would become her new career, finding it safe enough where she doesn't stress her leg and rebreak the bones in them.
The handful of years she spent as a journalist uncovered a lot of things going on that the village was unaware of. She was one of the few who realized the inevitability of conflict between the fledgling rebel force that would eventually be known as the Shiragiku Alliance and the Shinobi Union. She picked out dissent in the village, being able to pick out criminal activity through mere word of mouth through the village, and began tipping local law enforcement about those areas to clear them out, as not to interfere with police business. She eventually began pushing her intelligence farther, looking towards the world as a whole through the passing on of ships coming to port from the south. She began taking note of the sailors, who always had something to say about where they went. The merchant ships became Kiyasui's "source" for news in the coastal areas, where she learned of the civil war brewing within Kirigakure, along with growing influence of this Shiragiku Alliance. The village's Intelligence Division saw the work she had been doing, and approached her with an opportunity to join their ranks, and be able to truly put her intelligence gathering skills to work with a much more efficient organization. Seeing the only other alternative being sitting around her house looking through notes she took all day, she took the offer, feeling the wider range of the Intelligence Division would allow her to put her skills to use.
She couldn't help but feel a sense of apprehension with the growing conflict over Uzushiogakure between Darui and Shenron Uzumaki. A pit in her stomach led her to start looking at one of the key figures of the battle; the Harōgakure Navy. From what she could surmise, they had plenty of hatred for Kumogakure, and believed the assault over O'Uzu island was merely a diversion to leave Kumogakure open. But none of her fellow division agents believed her.
Despite this, Kiyasui began preparations for a large scale evacuation, one that could be enacted immediately following a direct assault on the village. A week of preparation and drills with the local police force helped keep her mind focused. As she continued to try and convince the agents that Harōgakure was going to attack, her fears were quickly realized. A massive blast tore through the division's building, killing many of the agents Kiyasui quickly gathered as many as she could and made her way down to the streets, where she enacted her evacuation procedures. Going through each portion of the village, she helped people get through the debris and attacks as much as she could.
She pushed her body beyond its limits, and even as exhaustion began to set in, she didn't stop. In the span of thirty minutes, she saved countless people. By the time she made it back to the center, she was contacted to get everyone out of the village immediately. Shortly after, she was told she was being assigned the position of Raikage in a last breath of dying words. With a sense of dread, Kiyasui saw the cannon fire towards the distance, aimed in the direction of Harōgakure, followed shortly after by an explosion that rocked the upper portion of Kumogakure. The entire village was collapsing from the top down. Immediately, the remaining survivors escaped the village just in time to see it fall apart. Once the dust was settled and tensions were eased, Kiyasui turned to her people, announcing herself as Raikage. Her first act was contacting Konoha to send aid to her people.
Appearance[]

Kiyasui is a beautiful, if rather plain, type of girl. Her long, blonde hair flows freely in the winds that glide through Kumogakure. Her sapphire blue eyes looking over her journal finds as she proofreads it all before publication. She often feels comfortable wearing a black, v-neck sweater. She wears a pair of teal colored jeans, being careful not to disturb the gauze that's wrapped around her right leg. When she feels she has nowhere to go, she'll often slip into her houseshoes to keep herself comfortable while she begins work on her next journal piece. At her side at all times is a cane with silver handle and black wood to help her walk while keeping pressure off her leg.
Personality[]
Kiyasui was always headstrong. A take charge attitude showed that she was at the front and center of everything she did. She never put less than her all in whatever task she set before her. If it wasn't done right the first time, she kept going at it until it was done perfectly. This perfectionist attitude led to a mindset of absolution, that she has to do everything to the exact letter. This meant protecting those close to her. She won't ever back down if it means protecting those she considers important to her. It's this attitude that led to her breaking her leg, but it's something she would do over and over again, knowing that her sacrifice saved her teammates. Above this, she's very stubborn, and is hard to move when she's set her mind to something. This includes risking further damage to her leg by constantly continuing to fight.
Abilities[]
Despite Kiyasui's beginnings as a ballet dancer, she displayed extraordinary talents as a Shinobi. With her perfectionist outlook, she never put less than a hundred percent in every single battle. She proved herself against a world that doubted her, one who believed her ranks were given to her because of her celebrity status. She broke the chains of doubt, and reforged them into the bonds of bravery and selflessness. Even as her leg was broken, she never stopped. She always kept going. Never backing down if someone was in harm's way. It wasn't in her nature to stand idly by while someone gets hurt.
Storm Release Mastery[]
Bearing the Kekkei Genkai of Storm Release, Kiyasui demonstrates mastery over it that's second only to Darui. Her demonstration of the Kekkei Genkai has been shown to full effect in every battle she was in, never giving less than her all with her talents. Her Storm Release has brought fear to her opponents and morale to her allies, knowing that when the storms come, Kiyasui isn't too far behind. With but a drop of rain and a little bit of lightning, Kiyasui can harness incredible amounts of energy with her Storm Release, turning a single drop into a massive tidal wave of water and lightning. Her intelligent usage of Storm Release allows her to manipulate the flow of a thunderstorm to her advantage, turning every flash of lightning, every raindrop into a powerful weapon to use at her disposal.
By manipulating lightning itself, she can coat herself with a cloak of lightning, both inward and outward. This is vital to keeping her leg from sustaining further damage in battle, acting as an internal cast that keeps the shattered bones in one place. The second half of her Storm Release, Water, allows her to create a defense against the element, flowing it away from her. She can manipulate the flow of tidal waves and still remain dry in its presence. She is truly a gifted master of the Kekkei Genkai, using it greater than anyone else ever has in order to protect her village. Kiyasui relies very little on hand seals, since her mastery of Storm Release allows her to manipulate storms at will to use freely. All she has to do is pull from her Storm Release chakra to create a conduit for a storm to flow to. She has been considered a human thunderstorm because of this and she has demonstrated it before in the fight against the turncoats by turning a massive thunderstorm into her own personal weapon to fight off the insurrections that faced her. When utilizing hand seals, Kiyasui can create truly destructive forces of Storm Release unseen by any other user.
With such a perfectionist knowledge of Storm Release, Kiyasui has proved to be a true master of the art, turning it into a work of poetry, every raindrop a word, every bolt of lightning an action, every rumble of thunder a statement. Kiyasui uses every form of her power to create a statement that she's there, and she's making her presence known to the world, to say that even with her leg broken and crippled, she can still carry on through battle with a never faltering edge. Her Storm Release is a call to arms, a symbol of inspiration of a woman who grew up with the simple dream of becoming a ballet dancer, but matured into a humble journalist who still shows she has never weakened. She's a source of motivation for those who have none, with every time a bolt of lightning graces upon Kumogakure, Kiyasui has arrived. She stands tall, like the village she calls her home. The storm clouds are her constant companion, her eternal ally in combat. It's something she can always rely on when she needs to push back her opposition, no matter the odds. Her dedication to always pushing herself beyond her absolute limits fuels her desire to become stronger. And every day, those storm clouds that surround Kumogakure lift her up when she struggles, proof that she has truly become one with the storms.
Taijutsu[]
Kiyasui's skills in taijutsu is surprisingly robust for her age, further strengthening the Kumogakure specialty in the close quarters art. Her thin frame hides a dangerous style of taijutsu. Self taught under the studies of the previous Raikage, she taught herself every taijutsu trick in the book of each prior Raikage's arsenal, including the Liger Bomb and Lightning Release: Lariat, both of which she has modified to suit her needs. Instead of just dropping the opponent on their back with the Liger Bomb, Kiyasui grabs them in a bear hug and drops them headfirst in a devastating piledriver. In terms of the Lariat, Kiyasui can use the raw speed provided by Lightning Release: Overdrive by directing it in her legs, allowing her to deliver a Lariat that's nearly unseeable, but devastating and highly lethal. By using a body breaking fighting style, Kiyasui breaks her opponent down with devastating grapples that manhandle her opponent, and powerful strikes aimed at easily broken bones to cripple her opponent as quickly as possible.
