Kugutsu Hōki is a Jonin from Sunagakure, and a member of The Keepers of Shiin's Will.
Background[]

Kugutsu is born
Born to Renge Shiin, a nun of the Church of Hidden Sand, and Baji Hōki, a member of Sungakure's ANBU. Kugutsu was raised far from the conflicts that once fractured his mother’s clan. Without having being born with the Sound Release Kekkei Genkai, his mother shielded him from the burdens of the past, hoping he would never have to bear the weight of their legacy. His formal education in ninjutsu and puppet techniques was guided by his father.

However, when it was discovered that Kugutsu could command Shiinshiki Otsutsuki’s last remaining puppets, Renge had no choice but to reveal the truth of his lineage. The remnants of his clan were still divided—The Keepers of Shiin’s Will sought to preserve the Treasured Instruments, while the Followers of Shiin sought to wield them for dominance.

Appearance[]

ANBU attire
Kugutsu's most notable feature are the purple markings on his face. He wears the standard attire of a Sunagakure ninja including the turban. He also carries a huge roll of cloth to use in his techniques. During the Fourth Shinobi World War, he sports the Allied Shinobi Forces' forehead protector. During the New Era, Kugutsu typically keeps Sekusutetto wrapped in bandages on his back, and he is able to switch places with it at will using the Body Replacement Technique.

Kugutsu is well versed in terms of nature transformation, as he is able to use Wind, Earth, and Water Release.

Puppet Mastery[]

Kugutsu is a highly talented puppeteer. He is capable of manoeuvring many puppets at the same time. He also displayed the ability to attach his chakra threads to catch enemies or another puppeteer's threads. Kugutsu utilises Spectral Color Secret Technique, which requires the use of Shiinshiki Ōtsutsuki's last surviving puppets: Shīrudo, Kokken, & Sekusutetto.
Fūinjutsu[]

Kugutsu was trained in Fūinjutsu by Kanato Garasu, showing considerable proficiency in storage-style scroll sealing. In battle, Kugutsu carries multiple small scrolls, each storing a variety of weapons and tools, such as ropes, poisons, and shuriken. He able to quickly summon tools and surprise his enemies with a barrage of shuriken or a paperstorm.

Cloth Binding Technique
Kugutsu has the ability to manipulate cloth using the Cloth Binding Technique, which he can use to completely immobilise an opponent. To make sure that his opponents won't get away, he can add seals on the cloth that will prevent them from being summoned by others, as long as the seals remain intact.

Kazekage Rescue Mission[]

Kugutsu meets with the Kazekage
Kugutsu is working in the Kazekage's office when, Gaara looks out the window and sees a non-native bird flying in the sky. Guessing it's an intruder, Gaara confronts the bird's rider: Deidara of Akatsuki. Gaara attacks Deidara with the sand surrounding Suna and at the same time uses his personal supply of sand to defend against Deidara's Explosive Clay. Gaara uses his personal sand to crush Deidara's left arm, prompting him to drop his C3 on Suna. Gaara defends the village with his Air Sand Protective Wall and narrowly blocks another set of Deidara's C1 explosives. As he regroups within his Shield of Sand, he discovers that Deidara has managed to sneak some explosives into his personal supply of sand, which detonate at point-blank-range. Before he loses consciousness, Gaara moves the sand he's been using during the fight away from Suna so that it won't fall on the villagers. Deidara captures him
Fourth Shinobi World War: Confrontation[]

Kugutsu and the Surprise Attack Division
When the Fourth Shinobi World War begins, Kugutsu is placed in the Surprise Attack Division under the command of Kankurō. After its formation, the squad rides Sai's ink birds into enemy territory. They eventually land in a dense forest where they decide to set up camp. Kankurō issues orders to the division members: Kugutsu and Omoi are to place traps around the perimeter; Sai is to return to the air and be lookout; Ittan is to make trenches with his Earth Release techniques; Tango is to construct a chakra transmission antenna; Zaji and Hoheto are to survey the area with their respective sensory abilities; Kiri is to assist Kankurō with formulating a battle strategy.

Kugutsu signals for reinforcements
Sai and Kugutsu come across a group consisting of Haku, Zabuza Momochi, Gari, and Pakura. They attack from above with explosive tags, but the revived ninja recover from their injuries. Realising they will need help, Kugutsu lights a red flare to request immediate assistance while Sai continues the barrage. Haku is able to destroy the birds they are riding, causing them to fall to the ground. The other three revived ninja move to finish them off, but the Third Division arrives in time to save them
Fourth Shinobi World War: Climax[]

Kugutsu and the Allied Shinobi Forces
Later, Kugutsu and the Allied Shinobi Forces join Naruto in his battle against the Ten-Tails. They work together to restrain it, but the beast evolves into its next form, breaking free. Though the Allies manage to counter the transformation, the Ten-Tails destroys their Headquarters to prevent further coordination. Despite their efforts, individual attacks on the beast have no effect, while the Ten-Tails rains deadly wooden skewers across the battlefield, claiming many lives-including Neji Hyuga.

As Neji dies, Hinata reminds Naruto of those who gave their lives for him, urging him not to give up. Grateful, Naruto takes her hand and shares Kurama's chakra with her. Fully recharged, Bee enters Tailed Beast Mode, causing the Ten-Tails to ingest its own Tailed Beast Ball, allowing the Allies time to regroup. Naruto, re-entering his cloak, creates shadow clones to distribute Kurama's chakra to every member of the Allied Shinobi Forces, granting them enhanced strength and protection.
