This is a two-way cooperation ninjutsu, where one user expels water in the shape of a dragon, with the other user adding his lightning to the water dragon. The technique could numb the target to dull the target's movements.
When adding lightning to this technique, the Fourth Raikage channels his Lightning Release Chakra Mode into the water dragon.
