Mizukage Hat

The Mizukage (水影, Literally meaning: Water Shadow) is the Kage of Kirigakure, a title bestowed on the village's leader. The Mizukage is generally regarded as the strongest shinobi in the village. There have been four Mizukage in the village's history.

Overview[]

The Mizukage position was created after the formation of Kiri by Kansaki Sasaki, the village's founder, that was the fourth of the five Kage to emerge. The position is filled by the strongest person in the village, regardless of considerations such as age or experience. Even should a new shinobi come in and performs feats that surpasses the current mizukage, they will step down from their position regardless of how long they remained in office and the new shinobi will take over as the new Mizukage. If the current Mizukage die or are otherwise incapacitated, the next Mizukage is chosen by the village elder. If one of the Mizukage's predecessors is still alive, they will return to office rather than select a new Mizukage due to returning as the strongest living person in the village unless a new person emerges that is even stronger. According to the daimyō of the Land of Water, he created this system in order to avoid the responsibility of deciding the next mizukage himself, instead letting the village work out their own problems themselves. The choice can not be declined, and is instead enforced by the will of the village. Should a shinobi actively refuses the position desite the enforcing rules, they are labeled a criminal to the village and will be arrested on the spot. The Mizukage's inauguration is done privately in front of the village elder, the previous Mizukage if able, the Jōnin Commander, at least three members of the Kiri's Anbu, one from each faction and one of the Seven Ninja Swordsmen of the Mist of the newly selected Mizukages choosing. The news of the newly appointed Mizukage is then quickly spread throughout the village. The new Mizukage is granted a ceremonial haori on the occasion. Once they assume the duties of Mizukage, shrines are built in their honor in the center of a sacred lake within the village known as the Desending Lake, each one with different decorated designs that are inspired the aspects and abilities of the mizukages that their built after. Some were even preserved several relics associated with the Mizukage such as weapons and equipment. The Mizukage usually then moves into the Mizukage Residence. The Mizukage's office is located in the largest landmark in Kirigakure, bearing the kanji for Mizu (水, literally meaning: Water) on it.

Mizukage are responsible for most of the village's day-to-day affairs, such as assigning the village's ninja to missions or securing funding for the village's projects and personnel. The Mizukage spends most of their time in the village, only travelling abroad for events of vital importance to Kiri. Throughout history, the word of the Mizukage has influenced all political and military issues that arise in relation to Kiri and its inhabitants, with each of the Mizukages having their governments mainly marked by strong secrecy, strict internal politics and limited interaction with other villages. The workload of Mizukage can be quite formidable, and as such retired Mizukage may continue to oversee certain sections of the village or, if not that, will advise the current Mizukage on request.

Genryu Nakiri (源流菜切 Genryū Nasetsu) is the Third Mizukage (三代目水影, Sandaime Mizukage, literally meaning: Third Water Shadow) of Kirigakure. After the death of Ryuma, he plotted an attempted coup d'état against the leaders of the village during his youth in order to acquire the title for himself, and succeeded. He ruled the village tyrannically, invoking harsh commands over the villagers and inhumane training regiments to his shinobis, corruption plagued those in charge and the pursuit of power becoming paramount for many. Defection and civil war became widespread amongst Kiri's ranks under his rule. Transforming it into his own image. He became the instigator of the village becoming infamously known as the "Village of the Bloody Mist" (血霧の里, Chigiri no Sato)
