Harōgakure (波浪が暮れの里, Harougakure no Sato; lit. "Village Hidden within the Waves") is the unofficial name for the large trading conglomerate known as the Ocean Federation of Trade run by Admiral Nisshō which is located within the Land of Merchants. This "village" is also the capital of the Land it resides in.
Due to the nature of the land it represents and protects, Harōgakure boosts a high economy and a near unbeatable Naval Fleet. Unlike is neighbor Wave City, a large number of Shinobi reside here, while some higher ranking Ninja, live away from the village.
Purpose[]
The Ocean Federation of Trade was founded as the capital of the Land of Merchants, and as such the heart of its trade operations. On the surface, the federation has a network of trade routes, monitored by the Shinobi Union with sanctions and other protections, however, under the surface the Organization also deals in illegal trading.
