Raizan Kagerou is a former monk of Shizukane Monastery, a member of The Followers of Shiin, and a member of Iwagakure Council.
Background[]
Raizan Kagerou was once one of the most diligent monks of Shizukane Monastery, training endlessly in fūinjutsu in an attempt to master the sacred teachings of Bunpuku. The monks often criticized Raizan's chakra control, calling it too loud and harsh for the monastery’s peaceful sealings techniques. This only deepened his sense of inadequacy.

Kanato and Raizan
However, no matter how hard he worked, he was always in the shadow of Kanato. While Raizan had to struggle for every bit of progress, Kanato seemed to master techniques effortlessly, his musical talents allowing him to develop sealing arts beyond what Raizan could achieve with his own instrument. The monks praised Kanato’s skill, while his own efforts were overlooked. Deep down, he feared he would never be more than Kanato’s lesser counterpart. In secret, he began to crave a different path—one that would grant him the power he was denied.

The Followers persuade Raizan
His chance came when agents of the Followers of Shiin made contact with him, promising strength beyond what the monastery could offer. Raizan, desperate to surpass Kanato, listened. At first, he only sought forbidden knowledge, believing he could take what he needed without betraying the monastery. But the deeper he delved into the Followers’ secrets, the more they fed his ambition. They convinced him that Shizukane’s way was outdated, that true strength came from taking power, not passively preserving it.

The Followers destroy Shizukane Monastery
Over time, Raizan fully embraced their ideology, and when the moment arrived, he committed his ultimate betrayal—delivering the fūinjutsu seal required to unseal the "Rust-Colored Gateway." In a surprise assault, they launched a surprise attack to reclaim Aoide Shiin, reducing the monastery to ashes in the aftermath. After the fall of Shizukane Monastery, Raizan Kagerou vanished into the shadows, presumed dead by those who survived. In truth, he was spirited away by the Followers of Shiin, who had more plans for their loyal instrument.

Raizan finds Baku
Disguised and reshaped with a new identity, Raizan was sent to Iwagakure under the guise of a wandering fūinjutsu scholar seeking refuge. There, he quietly built a reputation as a brilliant but enigmatic tactician, his mastery of sealing techniques winning him the trust of Iwa's leadership. At some point, Raizan took in a young boy found with the explosion release Kekkei Genkai.

Raizan Kagerou’s personality is shaped by deep internal conflict, ambition, and a longing for recognition. His early years in Shizukane Monastery left him feeling overshadowed by those around him. This bitterness simmered quietly beneath the surface, growing into a sense of resentment and envy over time.

Unlike the peaceful sealing techniques practiced by the monks of Shizukane Monastery, Raizan’s abilities are aggressive and cruel, reinforcing his belief that strength can only be achieved through domination. His seals, while effective, come at a painful cost to those on the receiving end.

Using his Blow Horn defensively, Raizan creates a resonance barrier that deflects incoming projectiles or disrupts enemy attacks by sending waves of sound back toward the attacker. This defensive move relies on precise control of sound vibrations, creating a flexible shield that can be used to block and destabilize even powerful techniques.
