Developed as high octane counter measure to bypass various sensing capabilities. When merging her chakra signature with her surroundings via Natural Energy, Chiyoko Otsutsuki is able to conceal her very chakra and presence by making her signature one with Natural Energy, making her immune to even the Mind's Eye of the Kagura, as she would appear like an person without chakra and thus exempt from identification via chakra signature. It also keeps her chakra completely suppressed, prohibiting others from gauging its amount or sensing it. This allows Chiyoko to manipulate the chakra within her body without the opponent realizing it and though the Byakugan is able to see the chakra within Chiyoko's body, its appearance remains static; It can see the chakra, but can't see that its being manipulated in any way.
This technique is passive, and thus is always active, effectively making her immune to sensing.
