Shinno Shiin is a failed vessel of Shiinshiki Ōtsutsuki and the leader of The Followers of Shiin. He serves as the main antagonist for "Nohkan Gaiden".
Background[]
Shinno is selected as a vessel candidate
Born into the war-torn legacy of the Shiin Clan, Shinno Shiin was chosen as one of three candidates to inherit the power of Shiinshiki Ōtsutsuki’s Kāma. Compatibility with an Ōtsutsuki is exceedingly rare and unpredictable, and if an individual is not a suitable recipient, the ritual will typically result in them suffering a fatal seizure. Shiinshiki's Kāma was only shown to be passed down through members of the Shiin Clan born with the Sound Release Kekkei Genkai and can resonate with his Treasured Instruments.
Setsuko's White Kama
Unlike the first candidate, who perished during the ritual, Shinno survived—but not without consequence. Violent spasms wracked his body, and the mark he bore was not the perfected Kāma of a true vessel. Instead, it was an anomaly—a White Kāma, a symbol of failure in the eyes of The Followers of Shiin. Though he lived, Shinno was cast aside, seen as an incomplete vessel unworthy of Shiinshiki’s rebirth. This perceived failure became a festering wound, driving him to prove his worth through sheer will and ambition. Shinno Shiin no longer had an interest in being a mere vessel for Shiinshiki's power. He sought something far greater: control. Shinno soon realized that the White Kāma cursed upon him, enhanced his Genjutsu.
Shinno uses Genjutsu to control the high ranking elders
Years later, Shinno began his quiet rise to power within The Followers. He targeted the clan’s elders, those who still held sway over the direction of the group. Using his abilities, he wove illusions so subtle and powerful that even when the elders realized they were being manipulated, they couldn’t escape. Shinno bent their wills with nothing but the sound of his voice, leaving them brainwashed and worshipping him as the rightful leader. With their submission, Shinno's rise was assured. The Followers of Shiin were his, and he would no longer serve anyone.
Shinno searches for vessels
Shinno turned his focus to a darker ambition—securing new vessels to expand his dominion. No longer content with merely guiding The Followers, he sought to create a legion of obedient hosts. These vessels would serve as extensions of his will, bound to him through layers of Genjutsu so deep that even their own thoughts were no longer their own. Shinno scoured bloodlines across the Land of Sound and beyond, searching for individuals.

Setsuko's purple hair has turned white and a distinctive White Kama that runs from their forehead down one side of their face and neck. He wears The Followers attire of a traditional ninja-style attire, along with purple face masks that conceal the lower half of their faces. Their outfits include black cloaks or jackets with shoulder padding, layered over visible mesh armor for protection.

Shinno believes in his own superiority. His mastery over Genjutsu has only strengthened his belief that he is destined to rule. He holds little respect for others, viewing them either as tools to be used or obstacles to be crushed.

Shinno unleashes a burst of sound waves
By channeling his chakra, he can shape and control sound waves, generating rhythmic disturbances in the air that propagate as powerful pressure waves.
Genjutsu[]
Shinno is a very powerful Genjutsu user, having the ability to create mind-controlling illusions, which are nearly undetectable and impossible to block or dispel, even when figured out by the victim. He himself has mastered Demonic Illusion: Hypnotic Whisper, a voice-induced genjutsu which allowed him to control targets using only speech; leaving them in a brainwashed state and making them worship him. He can also use the Yin Release to perform the Genjutsu Communication.

Shinno uses a staff
Shinno is proficient with a bo staff. His staff is crafted from chakra-conductive alloy. It can extend, retract, and even bend slightly in response to his chakra control. By infusing chakra into the staff, he can enhance its durability and deliver explosive strikes capable of cracking stone or redirecting kunai barrages midair. Shinno can also channels chakra into a sweeping motion that unleashes a wide arc of invisible sound waves capable of distorting air pressure, disrupting enemy focus, and causing vertigo or temporary deafness. The attack's frequency can be fine-tuned mid-swing to bypass certain defenses, such as water or earth barriers.

Shinno has a White Kāma on his left hand. Though the full extent of its abilities remains unknown, the way his body respond to the Kāma give him abnormally great Genjutsu power. However, it is unable to absorb Jutsu.
