The Followers of Shiin are one of two opposing secret societies founded by the first descendants of Shiinshiki Otsutsuki and continued through members of his bloodline. For years, they have misunderstood the will of Shiinshiki causing them to force and manipulate unwillings to become his vessel through use of the Memory Blocking Technique. Their ultimate goal is to cultivate a chakra fruit by creating a God Tree.

Compatibility with an Ōtsutsuki is exceedingly rare and unpredictable, and if an individual is not a suitable recipient, the ritual will typically result in them suffering a fatal seizure. Shiinshiki's Kāma was only shown to be passed down through members of the Shiin Clan born with the Sound Release Kekkei Genkai and can resonate with his Treasured Instruments. After his death, Shion Shiin was made the new vessel.

After his death, civil war broke out and his clan split into 2 opposing factions. The Followers of Shiin and The Keepers of Shiin's Will. The Followers eventually migrated to The Land of That. Within the Followers faction, 3 children were found to be suitable vessels. The first, however would die. The second, would result in a White Kama. Finally the 3rd, an unwilling orphan was forced to become a vessel to balance power. However, Aoide would escape thanks to Kanoto-an undercover member of The Keepers of Shiin's Will.

Though membership is reserved only to members of Shiin Clan blood, their current leader controls the goverment and employs Land of That Agents. These agents have no problem acting as conspirators, sleeper agents, and spies. It seems as though their ultimate goal is to cultivate a chakra fruit by creating a God Tree. The God Tree is revered by their culture. Many followers worship it as a "sacred pillar" that extends into the heavens and remains ambivalent to all conflict.

Years later, The Followers are able relocate Aoide as gives birth to a child born the Sound Release Kekkei Genkai. Multiple Land of That Agents scour The Land of Sound until she was found. The agents were the first to attack and faced Shiro Fuma, known around The Land of Fire as "The White Hood". was able to defeat more than 10 agents from the Land of That. The last one, however, would give him trouble. In order to let wife and son escapes, he was forced to use forbidden murder-suicide. He connected his heart to his opponent so that internal damage done to one will also be done to the other, killing them both. Unknown to him, he would also save his future unborn twins.

Akira reaches stage 3

Akira is eventually found and captured by The Followers. They manipulate her memory and force her to become Shiinshiki's next vessel. Akira is given Shiinshiki's Bow and continues The Follower's will. While under Genjutsu, Akira undergoes gruesome training in order to learn to control her Kama.

When Akira arrives with multiple Land of That Agents to the Keeper's HQ, her and Aoide's Kama's begin to resonate. Aoide is later killed giving Arikurin and the surtving Kerepers, a chance to escape.
