Uzushiogakure (渦潮隠れの里, Uzushiogakure no Sato, English TV: Hidden Eddy Village, Literally meaning: Village Hidden by Whirling Tides) is the hidden village on O'Uzu Island — renamed as the Land of Whirlpools. As the village of one of the Shinobi Countries, Uzushiogakure has a Kage as its leader known as the Uzushiokage, of which there have been only two in its history.
Summary[]

Following the Fourth Shinobi World War, the Second Uzushiokage began his rule as village leader. Shenron organized numerous initiatives as to fulfill his promise of leading the village to an era of economic prosperity and military ascendancy. First, he implemented the three-child policy, which required all newlyweds to have a minimum of three children within the first seven years of marriage barring any medical or physical complications. Second, while working alongside the Daitomi Clan leader, the Uzushiokage began exporting gemstones, crystalline minerals and fūinjutsu scrolls to other villages; Konohagakure was a major buyer of Uzushio's seals and one seal in particular which led to the creation of the Scroll Cartridge. The Uzushio Council questioned whether exporting their iconic seals was wise considering their late-game goals. However, participating in the trade market with both affiliated and non-affiliated Shinobi Union allowed Uzushio to maintain their neutral status and boost their economy.
Despite the increases in population and economic growth, Shenron didn't see the military improvement he envisioned. Thus, shortly following the death of Naruto and Sasuke, Uzushio began experimenting with juinjutsu and other non-conventional ways to boast their military. Although the research led to considerable improvement, many began to question the nations neutral status. With tensions running high all throughout the shinobi world and plenty uncertainty, Uzushio has begun their operation to become a Great Shinobi Nation.
History[]
Uzushio was founded after the Warring States Period by the First Uzukage. The people of Uzushiogakure were noted to have notoriously long lifespans; as such, the village gained the epithet "The Village of Longevity" (長寿の里, Chōju no Sato). Despite the era of conflict, Uzushio had close ties with Konohagakure, due to the village's Uzumaki clan and Konoha's Senju clan being distant blood relatives. And with most of their military comprising of the red-haired Ōtsutsuki Clan descendants, its ninja were renowned for their skill in fūinjutsu.

Despite their epithet, the Uzushio's reign did not last long. While the village's population and size paled in comparison to the Great Shinobi Countries, Uzushio's proficiency in fūinjutsu made them feared throughout the lands. However, this fear reached new heights when an Uzumaki sealed the Nine-Tails within her self; making her the first jinchūriki since the Sage of the Sixth Paths. With Hashirama Senju capable of capturing all the Tailed Beast and his red-haired allies capable of sealing them within people, others began to worry that the two nations would rule the shinobi world. Hashirama attempted to put these rumors to bed by sharing the Tailed Beasts with the other nations. While his efforts were commendable, this would only settle their fear temporarily.
Conflict restarted shortly after Hashirama's death. As a way to expand their military power, villages began to research jinchūriki but had little success. Jealous of Konoha's power, numerous parties began to infiltrate Uzushio to uncover the secrets. With sound defensive measures, the nation was able to deter most invaders early on. Unfortunately, in a battles of endurance or fortitude, Uzushio could not win. As the attacks did not subside, Uzushio defenses grew weaker. Many villagers fled to Konoha instead of fighting which allow made them susceptible to further attacks. With every assault, the nation's strength crumbled more and more.

Following the Second Shinobi World War, Uzushio was on the brink of destruction. While most sought refuge in Konoha, others scattered all around to avoid further conflict. After one-last stand, the nation inevitably fell. As the Uzushio's ally, Konoha gathered as much as they could from the rubble and established several temples to commemorate their fallen allies.
Reconstruction[]
While some enjoyed the luxuries of living in shinobi villages, many others lived as outcasts in foreign nations. Due their red hair, those who were not welcomed as esteemed guests were persecuted and forced to keep hidden. Among the persecuted was Tosen Uzumaki, a young Uzumaki refugee who only saw his village's destruction. Having been told stories of the glory days, Tosen dreamed of one day reuniting the entire Uzumaki Clan and rebuilding the fallen nation. While his dreams were brushed aside during his youth, he never lost faith.

Honing his craft, Tosen grew up to be a powerful shinobi. Only affiliated to his clan, Tosen eventually set off to achieve his dream.
Making his way to Kusagakure, Tosen met Mia Uzumaki; another red-haired hot-head who shared his absurd dream. The two agreed to work alongside each other to achieve their impossible goal. Over the next few years, the duo traveled the world and assimilated dozens of Uzumaki who were living in exile. As they gathered disjointed clansmen, Mia and Tosen also made several allies along the way; most notably the Chinami Clan and the Kintsugi Clan. After nearly a decade of searching, the group, now running three clans deep, made their way back to the Land of Whirlpools.

the Land of Whirlpools that once stood as strongest tiny nation was almost entirely submerged underwater; the whirlpools slowly consumed the destroyed land masses throughout. While obviously disappointed by this discovery, Tosen suggested relocating the village, stating that Uzushio is a people not a land. With the brilliant idea to move to an island the resembles their name — O'Uzu Island, they ventured across the sea with optimistic hopes. To their surprise, the island was nearly uninhabited; excluding the ruling family that would later become the land's Daimyō.
And thus the new Uzushiogakure was established. Tosen was appropriately appointed as the village's First Uzushiokage (初代渦潮影, Shodai Uzushiokage). As Tosen focused on establishing the village's infrastructure and military, Mia continued her hunt to look for other Uzumaki, unaffiliated clans and begin establishing foreign relations with other villages. During this time, she convinced Daitomi Clan to join their cause, alerted Konoha of their rebirth and located another dozen Uzumaki. Also during her adventure, she met Raido X who would impregnate her with their only child; Shenron Uzumaki.
New Era[]

Two decades following the village's reconstruction, the land wasn't as prosperous as originally hoped. Much like before, new Uzushio was victim to several invasions, primarily led by mercenary groups and shinobi. Beyond their interest in obtaining the Uzumaki's seals, O'Uzu Island — which Tosen and the land's Daimyō agreed to rename Land of Whirlpools — had vast unexploited resources. These groups eventually set their base of operations along the outskirts of the land, which made it difficult for Uzushio to expand and thrive. With Tosen and most of the founding group beyond their prime, they looked for a successor to hopefully turn things around.
Shenron Uzumaki, who had been traveling the world and training alongside his godfather Magai, answered the call and returned home. In a gallant effort, Shenron cleared the entire land of all mercenary groups and uncovered that the Land of Whirlpools' Daimyō had agreed to several under-the-table agreements with most of the infiltrated groups. Removing the Daimyō from power, Shenron effectively made Uzushiokage the ruling political leader of the entire land; alotting all the land's resources to the village. His efforts were praised by all and he was dubbed the Hero of the Whirlpools (渦潮の英雄, Uzushio no Eiyū).
With his unquestioned popularity and ludicrous strength, Shenron was shortly named as Tosen's successor and became the village's Second Uzushiokage (二代目渦の影, Nidaime Uzushiokage). During his inauguration speech, Shenron promised that under his rule, the village would become Great Shinobi Nation. With this goal in mind, he started various initiative to boost the village's economy, military and population. In order to increase the village's population, Shenron approved of the three-child policy. To boost the economy, Shenron improved relations with foreign nations, becoming a common trade partner with nations many nations around the world. Finally, to improve the military, Shenron updated the curriculum of the village's academy to foster growth.

In the trade market, Uzushio sold gemstones, crystalline minerals and fūinjutsu scrolls. Their patented scripture was utilized to make the Scroll Cartridge, a major component of the Shinobi Gauntlet; which still Uzushio still profits from to this date. As a show of good faith, Shenron traveled to Land of Fire and met Konoha's Uzumaki Clan Head, Naruto Uzumaki, who agreed to return the Shinigami Masks and other Uzumaki Clan artifacts back to Uzushiogakure. The Uzushio Council questioned Shenron's approach on numerous occasions, however, the positive results made it difficult to question Shenron's actions. Uzushio also expanded its border throughout the entire Land of Whirlpools to make use of all resources.
However, Shenron's passive approached changed following Naruto and Sasuke's death. While emphasizing on population and economic growth until this point, Shenron diverted his attention developing the village's military might. Uzushio began researching juinjutsu and other shinobi alternatives. With limited technological resources, they often outsourced machines and research files from Tori. However, their discrete actions did not go unnoticed. The Shinobi Union questioned Uzushio's military state as rumors of their military powers increased.

The head of Uzushio's military is the Uzushiokage, who is usually the village's strongest combatant and supervises all military activities. The Uzushiokage is also responsible for the protection of the land and its villagers. Uzushio has had two Uzushiokages and the current one is Shenron Uzumaki, who is one of the legendary Gonnin and regarded as the God of Fūinjutsu (封印術の神, Fūinjutsu no kami). Following the Daimyō's dethronement, the Uzushiokage serves as the land's sole ruling entity, thus has full control of the villages and land's actions.
