Using this technique, the user can gather in water from a preexisting water source and convert that water into chakra. The way the do this is by release water chakra from their bodies and manipulating it into a magnetic force that only attracts water. After doing this, they absorb the water and break it down with their chakra, making that water into chakra. Once that happens, the water that was broken down into chakra is then transferred into your own chakra network basically acting as extra chakra.
