This technique enables the user to control water and moisture around oneself much like Gaara controls his sand. It can be used to block most incoming attacks, bind or drown opponents, and shape the water into various attacks, allowing the user in conjunction with the Summoning Technique to allow water-based summonings to fight in areas that it normally need water to move around by either trapping the target in the same water or manoeuvring the water to allow the summon to chase the target. It is able to extract and utilise groundwater, and as is very effective most areas, but useless in rocky areas.
Fuyuki has mastered this technique to the degree that he's capable of destroying Kekkei Genkai techniques which utilize the element of water by forcibly extracting the water-natured chakra from the other elemental nature, causing the technique to collapse upon itself instantly. This allows Fuyuki to instantly counter any attempt to use Kekkei Genkai such as Boil Release, Wood Release, Storm Release or Ice Release instantly - while simultaneously empowering himself by extracting usually large quantities of water from the Ninjutsu of his adversaries. The chakra the opponent would use to cast such techniques is effectively wasted, because the abrupt imbalance that is caused when Fuyuki effectively destroys its very foundation by removing one half. Furthermore, while this Ninjutsu usually requires a succession of six hand signs, Fuyuki is capable of casting it without even the slightest somatic movement - due to his mastery of the water release, and dominion over the element in question, all in conjunction with his extraordinary mastery of shape transformation and impeccable chakra control.
