This article, Will of Water, is a chattel of The Master of Spirals. Users cannot use, without his permission.

The Will of Water is a philosophy believed by the shinobi of Kirigakure. Created by Sora Kanpa, the first Mizukage, after meeting with Hashirama Senju for the first time, it is the belief that shinobi need to be willing to change and that change isn't necessarily a bad thing, and should be excepted with open arms, such as how water doesn't fight a disruption in change in it. All Mizukage have followed this philosophy, for better or worse in the cases of the First and Second Mizukages.

However, during the Third Mizukage's term, the Will of Water has been ignored and changed to believing that secrets should be kept, no matter what the cost. Shinobi such as Kisame Hoshigaki and his master, Fuguki Suikazan have believed that keeping confidential information secret is more important that life itself due to this.

After Mei took office, she has begun to find this will, such as Yagura did close to his death and afterwards. The Will of Water has been reborn through her, and Kiri shinobi seem to have been reborn as well because of it. As they believe in this Will, they believe that peace is truly possible with change.

The Will of Water, also applies to Kirigakure ninja's wills to protect and serve their village, with all power they can muster.
