The Yurakage (山影; Literally meaning "Mountain Shadow") are the leaders of Yuragakure. They are generally the strongest in the village, although ideology and renown plays a large part in their being chosen for the position. Thus far, there have been Four Yurakage.
Overview[]
Unlike other Kage, the Yamakage seems to be democratically elected; as Shoji, despite being the founder of the village, still underwent an election process before gaining the rank of Yamakage. After being appointed, they are given the Kage mansion in which to live. However, it seems that only the Chūnin and Jōnin of the village are allowed to vote on a new Yurakage. Once elected, they are in office for life or until they step down.

Shoji Ushio (うちはリュン, Uchiha Ryun), known worldwide as the "God of Kusarigamajutsu" (忍術の神, Ninjutsu no Kami), was an extraordinarily powerful shinobi hailing from the Ushio Clan. He was responsible for unifying the Land of Mountains and creating its first hidden village: Yamagakure. After beating the rebellious clans of the land into submission, he was unanimously voted the First Yurakage (初代山影, Shodai Yurakage). He was easily the strongest man in the Land of Mountains.

Akira Aoi (魔柄ホタル, Mazuka Hotaru) was the Third Yurakage (二代目山影, Nidaime Yamakage, Literally meaning: Third Mountain Shadow) of Yarugakure. She became Yamakage shortly after the Fourth Shinobi World War, succeeding the legendary of the village, Kuro Ushio, and immediately began to move the village onto the international stage.
